North Dakota is not even north of THAT border. 
(edit: okay okay; NORTH of North Dakota you have the Manitoba Prairies and it's pretty barren but you can still find a pub if you look hard enough.  )
Let me explain: there is a lot of sparsely populated land in the north of north america. Most of the kilties are in the south of Cananda, not all, but most.
I guess the center of population would be best. Any guesses where that is?
My guess would be a little further to the north of the middle of the USA.

Since the Mean center of US population is in Phelps County, Missouri (along I-44) then St. Louis or even Springfield would be the obvious choice!

I'd go for that, time permiting. Of course, the mountains of Colorado would make a great setting.

Having attended the first two Kilt Kamps I'm with Ham and Phil and all the rest that suggest on Kruise. Maybe that's too many 'Ks'?
