I'm afraid I haven't make my first kilt yet, but welcome from a fellow Wisconsinite! (Born and raised in Green Bay.)

I'd recommend a solid fabric (no stripes to match), knife pleats (easier to add/subtract and faster to calculate), and the most accurate measurements you can get.
Then all you need is time, energy, and good luck.
