I don't have the same problem, but I can tell you lighter weight wool (like 11 and 13 oz.) has a noticeably smoother finish than heavier weight (16 and 18 oz.) wool. The smoother finish should be less itchy.
If you find that you can't tolerate light weight wool, I recommend you try a Casual or Semi-traditional kilt made by USA Kilts. These kilts are constructed of a quality synthetic material called polyviscose (poly-rayon) made by Martin Mills. It looks much like light weight wool, has a telfon coating for stain resistance and is more durable than other synthetics.
Some like the looks of a box-pleated kilt and some don't. A box pleated kilt is lighter (in overall weight) and more evenly balanced than knife pleated kilt. Use the search feature to locate past threads about box pleated kilts.
