You can't go wrong dealing direct with a kiltmaker. Troubles seem to happen when you order through a middleman. Not all middlemen of course, but certainly a time to be careful and do some research. Unless its off the peg from the middleman and you can try it on and examine the kilt before you buy.
As far as USA Kilts are concerned I'm a tad prejudice. Waited a year to buy my first one because I didn't think anything could be as good as the hype I saw on the board. Finally ordered one and now, including that first order I've bought 23 USA Kilts. The last purchase is currently in the mail en route to me.
Course, the easy answer is to just get one of each. You know you're gonna anyway.
