This should not be surprising, as there is more blood pumped to the head than anywhere else in the body, except perhaps the lungs. (I used to know the percentages, but am too lazy to look them up right now.)

At this latitude (33 n) it never gets very cold in the winter, so kilt hose are fine. I'm not so sure I would want to go kilted in the very high latitudes where the temp is -40, either C or F. (take your pick).
