im still working out how to ride a bike in a kilt ... doesnt that lead to indecent exposure charges... ?

The Estes Park, CO, PD wears kilts in the Estes Park tartan during the Longs Peak Highland Games every year. This was started by a sgt in the department years ago when he wore his. He ended up being the chief and on the city council.
On another note, my son-in-law is on the Clive PD and is starting to get interested in kilts.

That would be correct, Todd. His father was a State Patrol officer and his brother is an officer in Johnston, IA. Long family history of being a LEO.

Could you PM me and give me some contact info for your son-in-law (if he's agreeable to it). I live in the Des Moines metro area of which Clive is a suburb. (Grew up in West Des Moines) I'd be very interested in talking to him about kilt considerations.
