I've made Solid Black with grey fringe kilts for police members. Also, the Bethlehem City (PA) Police force is allowed to wear kilts ON DUTY during the 3 days of the Celtic Classic Festival in Bethlehem every year in September.

The Estes Park, CO, PD wears kilts in the Estes Park tartan during the Longs Peak Highland Games every year. This was started by a sgt in the department years ago when he wore his. He ended up being the chief and on the city council.
On another note, my son-in-law is on the Clive PD and is starting to get interested in kilts.

Would that be Clive, Iowa, Livingston?

Man, let's get more pics posted... perhaps I can convince someone at my Department that it's a great idea...

I know that the bike shorts would be a mute point. Consider the probabilities of a flying tackle in the pursuit of a suspect. I wonder what the Chief was musing over in his comment? I'd hope it would be generous rib jabbing rather than a call to your better judgement!
Go, have fun, don't work at, make it fun! Kilt them, for they know not, what they wear. Where am I now?

That would be correct, Todd. His father was a State Patrol officer and his brother is an officer in Johnston, IA. Long family history of being a LEO.

Thought I'd add a pic of one of the many kilted kops from Estes Park during the Highland Games.
