I would suggest going to Rocky at USAKilts since you live in Philadelphia and not even thinking about this.

A MOD 'round pleat' kilt
Military black watch, Probably from a regiment where the convention was to fasten with black headed pins, so straps removed, or never there to start with, It probably sat a while, until someone tried to make it useful by liberating straps from another civilian kilt, This at the right price could be a deal

The pleats are not showing a crisp edge. It makes me wonder what the material may be.

Unless you can get really, really cheap ($10 max) I would pass on it. Too many unknowns and red flags.

Well some (maybe unsuspecting) bloke paid 130 bucks for it. It did include a PC and a non-matching fly plaid , so hopefully it will make someone very happy.
I hope he manages to wear it the right way round...

You Sir, are correct.
Why I haven't done this yet I really don't know.

this looks nearly identical to the kilt i bought in a military surplus store in Montreal
it has the green waistband too - the straps are in bad condition but the pleats and the kilt are in perfect condition - is there a tag on the inside on one of the aprons that says Moore Taggart and Co. ? because thats who manufactured mine circa 1956

No idea. I think the kilt is somewhere in Denmark apparently, waiting to be shipped to someone who I hope is closer to a 30" waist than a 36".
