Being theatrical costumes, Rex, I think you will find that these hose you are referring to, and these:

(as worn in a Kirov Ballet production) are actually hand painted onto plain, white or light coloured hose.
Paint is used a great deal when it comes to costume design for The Stage.

[PS: It does seem that the Kirov costume department has not researched 'Kilts' very carefully, however! This one appears to be pleated all round but, maybe this is 'theatrical licence' to allow greater freedom of movement by the dancer.]
