This has been discussed quite a bit in other threads that you can probably find using the search feature.
If items are sent from the UK using Royal Mail, US duty is almost never collected. If they are sent using FedEx, they are almost always collected, since FedEx not only collects the duty for the government, they also charge you, the recipient, for their services in doing so.
