Just as a point of clarification, I wouldn't call what you are wearing "flashes" or "garter flashes." It is, really a true garter. You might call it a "tied garter" to distinguish it from the more modern elastic versions most of us are used to.
"Flashes" are those colored tabs that are attached to the modern elastic garter, which are meant to emulate the tied knot ends of the traditional garters as you are wearing above. So, colored flashes attached to an elastic garter = "garter flashes." Hence, the common term for this particular accessory as most know it.
And, one final note. Please don't do as some I've heard and refer to them as "kilt flashers." That's a whole 'nothing thing, and one that will likely land you in jail! lol....
