    As promised, I talked to the Fish and Wildlife inspector today. Her answer was to obtain a CITES Pre-Convention Permit (which, of course, does not have an application online). You would still be subject to inspection and verification by USFWS at your port of entry into the U.S..
    Looking at the USFWS permits website, it mentions that application review takes at least 60 days, with applications concerning marine mammals and/or endangered species taking at least 90 days to review.

    Thank you Wompet for taking the time to find that out for me. It looks as though I will just have to leave that sporran at home. Your civil service is not unlike ours, it seems! Again, to all the kind offers of sporrans being lent and kilt nights being thought about,I shall have to see how the planning goes, but you are all a very generous hearted bunch, sorry, rabble and I thank you very much.
