As promised, I talked to the Fish and Wildlife inspector today. Her answer was to obtain a CITES Pre-Convention Permit (which, of course, does not have an application online). You would still be subject to inspection and verification by USFWS at your port of entry into the U.S..
Looking at the USFWS permits website, it mentions that application review takes at least 60 days, with applications concerning marine mammals and/or endangered species taking at least 90 days to review.

That's what the government does best- takes things that should be simple and comlicates the hell out of them.

This son is a just retired Major of the Royal Marines and I am afraid any form of combat, could leave me on the loosing side!
