Ahhh--in 82 I was in Panama...and went back there it seems ALL too often;-)
I moved the red around a few times and placing it where you suggest does make it stand out more--and yes--that's what I chose the red line to represent. The green is also a tip of the hat to the Marines and Soldiers we typically served with.
