As many have suggested loosing the bottom strap, take it one step further... Try the kilt on with the strap unfastened and see if that solves the problem (as I suspect it will). If it does, then you know the next step to take.
(oh, and you're a bad, bad man.... adding another tartan to my wish list!)

Thanks, it does feel great 
I tried hiking it up and loosening the bottom strap; neither helped a whole lot, but did some. Oh well, I'll keep playing with it and figure something out. Or, I remember someone saying that it's a common problem with stout thighs, so I might just have to deal with it. And my hips aren't square (car accident), so maybe that has something to do with it.
