I was curious about the tartan, too so I dug around the internet and found (or you may say I got really, really lucky) that it's the International Police Association tartan. There's even a website:

My mother belonged to the IPA (she was an officer in the San Francisco Bay Area chapter.) It is a great organization, with members from around the world. I would highly recommend it to law enforcement officers and those retired from law enforcement. The group helps officers and their families who are traveling on business (or vacation.) It always nice to have a contact in a new place.
