I was rummaging around on ebay and I found a "BAGPIPER Proficiency Patch Musician Badge". What does the military consider as proficient?ith:
It's a British military insignia. They go to an army piping school for about 6 months and come out as competent pipers. In the US, they would probably compete amongst grade III pipers.
