I had a kilt re-built and the kiltmaker charged the same amount for labor as for a new kilt... which, after learning what was involved, I didn't think was unreasonable.

Tartan Alterations
I've just had a Kilt pasted down to me, but it is 2" too big around the waist, any ideas how I could get this alterterd, and where I could go.

You could make the waist somewhat smaller by moving the buckles., but it might not be enough to make the waist 2" smaller.
Or... you could have the kilt altered.
As a kiltmaker, I'd be glad to do that for you by altering the aprons. It would be easy in the sense that there's no worry about not enough fabric, since it would be made smaller.
However it takes many hours to actually do a proper alteration because of all the steps involved: Unstitch the lining, top band, straps, curtain canvas, apron/pleat edges, and facings. Press out original apron and deep pleat creases. Measure, mark, pin, baste, press new apron edges (keeping tartan pattern centered). Stitch new apron edges to pleats, baste and press new deep pleats. Stitch and press new facings. Stitch canvas, top band, straps, lining.
Hmmmm....
