Few people are really straight up and down like that. More likely, he has what Barb T calls a "bay window" making his waist and hip measurements the same -- but there's more in front at the waist, and more in the rear at the hips.
I like to get measurements that I call "waist back" and "hip back" -- as if you were wearing a pair of p@nts and measured from side seam to side seam, across the back of the waistband and the back of the hips. That helps me figure out a person's proportions, and construct the kilt accordingly. Having the "back" measurements lets me taper the pleats in the rear while putting extra yardage into the apron to cover the front.
