I'll be there working the Pipe & Drum competition on Saturday (I'm one of the co-directors). I won't be in kilt that day until the Louisville Pipe Band Grade 5 unit competes, then I'll probably get out of it ASAP so as not to appear too biased. 
I'm also probably going to the Tartan Ball that evening. Haven't made up my mind yet. THAT's when I'll be in my personal kilt, PC, etc.
I'll also be around on Sunday, piping with the Louisville Pipe Band as 'color' for the day.
Barren County (the seat of which is Glasgow) is dry. Also, since the Games is actually held at Barren River State Park, about 20 minutes outside Glasgow, it is also dry (technically, all state/national parks in Kentucky are dry).
This does not mean adult beverages cannot be found, they just can't be overt. (e.g., don't bring your bottles of Bud - no glass on site, and use a can cozy for your Coors.) Some establishments may also allow you to bring your own adult beverages to dine with - call ahead or ask a local to find out for sure. I'm not sure, but they may have passed a 'damp' ordinance in the last couple of years (i.e. some restaurants can serve adult beverages by the glass as long as their alcohol sales is not more than 45% of their total sales, or some such). That's something else to check on. Still, no package liquor sales in the county. You have to go to Bowling Green (about 1 hour away) for that.
