I don't know about kilts, but gluing is a not-uncommon shortcut for layout.
There are a number of suitable glues, depending on what you want. I'm a big fan of elmer's washable glue stick glue for stuff that's washable. It's not a hugely strong bond, but it can save lots of pinning. And it washes out of most stuff, with no traces whatsoever. I don't ever use anything that's permanent, nor would I use anything on a tank.

I could not tell from the one pleat picture if it was a military box pleat or not. If it is, give me a shout and I'll talk you through the differences from the AoK instructions.

No, it's just a plain, old knife pleat. Nothing fancy or atypical at all...just a lot of very narrow reveals!
