By all means, speak to the management! Do not allow another customer to harrass you in any way--male or female--and about anything, not just your kilt.
Any respectable establishment will require better behavior from its patrons, espeically when there's a new customer aboard. And in an instance like this, enlist the help of other females. I find that they will usually carry the standard quite well.
