Looks a bit like an elephant head/trunk with a racheting neck maybe something to do with bottling caps? And that hutch full of blue-and-white wear. . . swoon. . .

To answer the question, this strange object is a wine bottle opener (tire bouchon). I will demonstrate how it works when we do this video tour of our house.
