Well, one would hope. I don't know where Tribal is from, but from my experience, many of the schools on this side of the pond are too concerned with administrative matters and politics to even care about dress codes. They have an idea of what black tie means, but semi-formal is pretty nebulous.

It may in fact be graduate students writing the invitation, in which case all bets are off ... if they are anything like me when I was a grad student.

Not just nebulous, but in traditional terms meaningless. I believe that to which we sometimes refer amongst the rabble as "semi-formal" should properly be "informal."
(not to be confused with "casual," of course )
None of which may be very helpful to the original poster. We want to dress him to match up with a shirt and tie crowd, so either with or without a vest should work fine.
