Not necessarily. "Sheep" can mean one, or it can mean a whole flock of the things. I would doubt they would be wool bags, though, which, as has been said, will hold many fleeces.
I still have a bag in the attic (small one - just one fleece) which someone gave my daughter for 'projects' still to come. Seems like med school and practice got on the way of her spinning and weaving. Can't imagine why. Oh well, it will keep.
