Ummm...Buckingham Palace is actually open to the public during regular summer hours. All you have to do is show up and pay your custom on open dates.
The White House has tours year round but you have to get tickets through your local Congressperson's (MP's) office. A task that can be a bit daunting. There are something like three days a year that you can just show up and tour the grounds and / or the house but you have to stand in line for hours for the tickets.
