Well, Dame Flora was well photographed, but Joan Walter is one elusive dame on the internet. Looking for visual clues, I found some fun LIFE photos of her son John McLeod of McLeod's coming-of-age party that I may post in the vintage thread, but based on what scant notes that I've been able to find on her, I'm inclined to agree: it's likely that it is she, Joan Walter.

i found this other portrait of Joan Walters ,she does appear to have a likeness i reckon perhaps this one was painted before the painting in question judging by the hairstyle from about 1920 to the early 30s perhaps
