This is supposed to be simple. So yeah, make it a tube the size of your waist measurement, forget the taper.
Wear it for a while. Buy mom flowers and tell her you love her. She rocks, if she's making you a kilt. After a couple of months you'll learn if it doesn't fit quite right and then you can make adjustments for a second one, if it comes to that.
If the first one isn't PERFECT, it's OK. It just should be wearable. I wear clothes all the time that aren't PERFECT, including my own X-Kilt which I so-happen to be wearing today. Part of the point here is to learn about kilts.
