I might be wrong but IIRC, Brown shoe refers to Naval Officers assigned to an Aviation Billet between WWII and the Viet Nam War.

Aye, Brown Shoe Navy is Naval Aviation. My uncle flew anti-sub PBY's in War 2 and was a carrier flight officer forever, retired as a full commander. Never made Captain - said it was due to not getting a college degree, dropping out after Pearl Harbor to enlist. My cousin graduated Annapolis and commanded a small Naval Air Station. During Viet Nam he flew some sort of huge "spook" plane that monitored communications and that would from time to time "dance" with Russian fighters. He won't/can't talk about the details.
