It looks to me like it is not a wrapped garment; that is there are no lapped aprons in the front, which for me would take it out of the kilt class and into the general mug classification. BTW, just as an esthetic judgement, why would you care? To my eye (and I do wear contemporary kilts on occasion) it just looks ugly.

The pictures on the web site have so little contrast, it is hard to see details. The zipper on the front of the apron starts a fairly good way up from the hem, leaving an open slit, which you should consider. Unless they have hidden a pair of shorts under there, I would call it a kilt, a very nontraditional, edgy kilt, but a kilt! Worn by the right person, with the right attitude, this could be a very hot look (about 40 years and a whole mind set too late for me, but hot). If you like it and feel that you would feel good wearing it, go for it. The sites return policy sounds reasonable, but read it before ordering. If you do order it (and keep it) post pictures of you wearing it, so we can get a good look.

I agree with both of you. Just because a cat has a nose, four legs and a tail does not make it a dog. Likewise, just because they call it a kilt, doesn't mean it is one.

BACK TO THE QUESTION AT HAND:::
It sort of fits with the post-apocalyptic idea. The line was called, "Return Of The Thunderdome." In a world where Mad Max is king, this is a kilt. BTW. There is a line drawing of this garment on the bottom right corner of the images provided. It has both apron and pleats.
Not a wrap garment o not a kilt? hmmm. I do recall some "modern" kilt designers building their kilts now with standard pant style buttons ans zippers. ... I'm jus sayin' ... It's not for me, but I wouldn't fault a guy for wearing it if he chose.

Rather than a kilt, it looks more like they took a pair of too long denim shorts and unbifurcated them. The little split in the front looks like the spot where it would split to short if an inseam were intact. Also, it looks to barely have 4 or 5 pleats, and those that are there don't really look sown in. It's more just that fabric is baggy enough to fall that way.

I would not consider that to be a kilt. The zipper in the front eliminates the right side apron. That being said, if you can pull it off,...then go for it.

I like the kilt! Not quite to my current taste, but when I was younger and more into the 'punk' scene, this would have been a fun option.
I also like how it pushes the definition of a kilt. For some, it pushes the definition too far. To that, I say "GOOD"! If you do not push the definition of something on occasion, it becomes stale and boring and eventually dies. This kilt is not stale or boring!
My advice? Go for it and enjoy!

It's got a zipper down the middle of the apron? Really? I can't make out a d@mn thing on my monitor. Certainly the line drawing on the lower right of image depicts a somewhat typical modern kilt design.

No, I wouldn't call it a kilt. It's well into the realm of modern MUG design, IMO.
Mind you, I'm not passing judgement on whether or not you should wear it, just that I wouldn't define it as a kilt. Also, like most of the clothing on that site, it might go over at a trendy club or at Burning Man, but not many other places.
However, if you like it, go for it. Who really cares wht anyone else thinks?
