I think there is a problem with terminology here. These are puttees:

As far as I know, puttees are not worn with the kilt, where as the gaiters shown in my first picture are.

I always thought that too. Here is a picture somebody posted on the "postcard" thread showing just that, though. Can't really comment beyond the observation.
