If you are going to have a kilt which sits below the natural waistline then you can't really have a rise on it - because the kilt will be shaped outwards where you go inwards.

A simple casual kilt is shaped /_\ so loosening the top means it can be moved off the natural waistline.

With the tailored kilt there is part of an inverted cone added to the top of the kilt so the shape is more complex and I suspect that it would not remain level at whatever height it was worn at - parts of the waist would tend to migrate upwards and other parts droop.

The woman I spoke with at Burnett's & Struth was very patient and helpful. I went with their shortest rise (1.5") and used the same measurements Rocky used to make my USAK casual. And best of all, my kilt should be completed in 3-4 weeks!
Now to practice my surprised face for when it appears in the mail. "No, dear...I haven't the slightest idea where this lovely kilt came from!"

I'm having a kilt made, currently, at Fallwaterkilts, by Wallace Catanach, and he's taking my length measurement from the navel and adding 2" for the rise. Hope this helps. Cheers!
