The photos make a difference. Boots with hose up look a lot better than I thought they would. I think it is a matter of proportion. The thick top on kilt hose balances the visual weight of the boots. To me, "scrunched" means pushed together, so maybe a longer or thicker pair of hose would look good down if they were bunched a bit at the top of the boot. I think real kilt hose would be too much pushed down, but other onger or thicker socks might work. Again, I think it is a matter of proportion or balance.
