Have you checked with the Celtic shop in Colorado City? Just a thought.
There is a tailor in Denver that is familiar with Kilts in Denver I-25 and Hampden, by King Soopers.

Welcome from Michigan I don't know if you have ever worn a kilt before, but if not, make sure you are wearing it high enough. The top of the kilt should be above your belly button. Not down on your hips like pants.

I recently had a kilt that was reduced from a 38" to a 36". It was done by the kilt maker, so I'm not sure if a competent tailor could do this adequately or not. The solution for me was to move the two side buckles, right side, and the single strap on the left. It fits great...can't even tell it was a 38." See the thread: "Help,Tightening up a Kilt." Barb Tewksbury chimes in.
As for the length, I haven't a clue there. Good luck!

I wore a kilt back in my 20's and not again until last year. I'm wearing it higher than normal because it is so long. As soon as I can get it shortened I'll be able to wear it at the correct waist height.
