Yes, OFCJAX/Needle pimp has made a work kilt. Here is a link, (and I dare anyone to tell KiltedCarver he looks like a schoolgirl) This version shows how well a work apron can be incorporated, and hidden when not in the shop.

While it might be a "practical" idea, it would most definitely not be a kilt. And considering that the mods have closed down threads for posting about things like the H&M fashion skirt (which to me is closer to a kilt than what we're talking about here) because it's not a kilt, I don't really get why this thread is still open.
At any rate, I can see a need for a practical "bib overall" style front. But I probably wouldn't try to incorporate it into a kilt. It might be best as a separate garment worn as an apron over the kilt.
Uh, in fact, blacksmiths and welders already have these.
