I had long wondered how MacMillan was thought to participate in the Battle of North Inch - I can't quite make the leap through the names from MacMillan to MacEvil though! I did like the tartan.
As for Chiefs complaining if someone calls a new tartan using their Clan name - they can and sometimes will take action - though I don't know they do it. I believe one of the MacBean (McBain) chiefs took action when LLBean came up with a plaid shirt in MacBean that was not the official one. The company renamed it LLBean tartan and it is still sometimes sold by them.

You'll need to read The MacMillans and Their Septs, by Somerled Macmillan, Glasgow, 1953-- that and an understanding of Scots gaelic will (maybe) answer your question!

I gotta say that I think this is a GREAT looking tartan. I enjoyed the description/reasoning behind the colors chosen.
BTW, don't we have an x-marks (no bloodline) tartan?

The name has been used by the group at the PA Renn Faire for years and it's done out of the love of all things Tartan and Scottish.
I can totally see that. At the local RF where I grew up, there were three "courts"...red, blue and green, each with their own theme. There were a couple unofficial groups as well, and I think it's pretty cool that a group like this decided to act on a desire for their own tartan.
