that seems likely. If the kilt is made for an "average" guy, it may have about 6 inches taper from hips to waist. Measure it and see: you can get a very close approximation by taking a tape measure around the arc of the waist/hip line in 5 or 6-inch chords.
If the hip dimension is lacking, a possible work-around is to loosen the waist straps slightly to allow it to sit better on the hips. Optionally wear a belt, to remove some slack at the waist.
