Ouch! I know those eBay deals look really great, but if you really want a good kilt, it's not going to be easy to find a good one on eBay unless you just happen on someone liquidating their better used kilts, and even at that most of the better kilts are more tailored to where you would have to be an exact match to the size of the seller when he bought those kilts. Many lose or gain weight all the time, so you can find deals there, but most are going to be really cheaply made ****, and "Budget" kilts that are lacking in quality.
The same thing goes for eBay bagpipes. There are a lot of great "Authentic" rosewood pipes that can be had for around $200. A lot of people fall victim to these ornate pieces of firewood.
I would save your money up and get a tailored kilt. Measure yourself a few times over a day, and then you will be so love with that kilt until you find the next pile of tartan.
