I can make that knot by bringing the two ends of the tape together and tying a slipknot (aka rail hitch and cow hitch I believe) - but the one pictured has the loop in the loose ends, the 'bunny ears' are drawn from the back, that is the part around the leg,

That might work loose - and although it is less decorative by making the 'bunny ears' from the loose ends and the loop from the part around the leg it would hold the garter tight. It is undone by pulling the loose ends.

I don't know which would be worse - working loose or coming undone if the loose ends caught.

The photo shows the same knot as you see in cowboy films, where the horses take fright, pull loose and run away - the knot I would tie would only tighten when pulled from the horse end.

As a rags-and-sticks sailor I can read and copy most knots, though it is difficult to describe how to make them without a demonstration or diagrams.
