strange hideous kilt on Ebay

I don't think this is what I mean when I say I like to see the flash of color in the swish of the pleats of certain tartans when pleated to the stripe! Oh my........

So what we're looking at here is most likely a real kilt that has been jazzed up by someone sewing old neckties inside the pleats? And if we got out our trusty seam ripper and de-necktied this sucker, there would be a more or less intact kilt left? What size is it again?
