For sginean, the military always wears them in the right leg, at the 2 o'clock position (not directly at the side).
I've often seen it said that the 'proper' place for the sgian dubh is centered between the flashes. Assuming the flashes are worn at 2:00 (which sounds about right to me), this would correspond.

I've heard before that in the hollow created by your two shin bones was the correct position. It seems to make sense, as that is a location where it would not grate on any bones, due to pressure from the garters, hose, etc...

Here's the Drum Major and Pipe Major of The Highlanders showing the old Gordon Highlanders' Officers' sgian worn with, it appears, around 2/3 of the handle showing (this sgian has a very large ornate top) :
