Or not. All of the kilts in Kenneth MacLeay's Highlanders of Scotland series of watercolors commissioned by Queen Victoria herself were box pleated (though made with closer to 5 or 5.5 yards).

EDIT: I'd like to note that in the beginning of Victoria's reign, low yardage box pleated kilts were the standard, and most kilts were constructed so. By the end of her reign, the high yardage knife pleated kilt was nearly universal. The truth is out there...
