The University of Tennessee went through a similar process several years ago to establish an official tartan. But I don't think there was an open voting process. I've only seen the tartan produced in small items such as scarves and ties. I doubt I would ever have a kilt made for it.
You never know...here in St Charles, MO at our very own Thistle and Clover, they have hanging on the racks the Mizzou kilts!
