I like the one quote from the Snopes site:
His father William West, a retired major in the Gordon Highlanders, said: "We are bound by the Official Secrets Act so we can't say what's under the kilt.
I'm going to have to use that the next time I get asked "the question."
"What do you have under the kilt?"
"I'm sorry, ma'am. I am bound by the Official Secrets Act and it would be unlawful for me to reveal that information. It's a state secret."
Heh...

The now-abeyant office of Lord High Kilt Checker had two mirror sticks in saltire behind his shield, of course.

But that post had different duties to Mirror Stick in Waiting and has many who still seek to attain it!

I, too, have seen "The Picture" and the cheese-eating grin on the man's face. Yup, I chuckled a little.
But Snopes as a factual source? I personally witnessed two events which Snopes claims are false. They happened to be regrettably politically incorrect and so have been banished from public memory. But they did indeed happen. Snopes has zero credibility. I'll not post a description publicly since it could easily offend, but will respond to a PM if desired.
I, for the record, have NOT served in a highland regiment. Heck, I've never even been to Scotland. Yet.
I wish I believed in reincarnation. Where's Charles Martel when you need him?

I don't know whether the picture was enhanced or not but I think probably not. The individual was a brother officer, albeit in a different regiment. I was a Staff Officer at 51 Highland Brigade at the time and remember the amusement the whole thing caused. It certainly didn't ruin his career.

My belief is that the one with the "naughty bits" is the doctored one; since I have seen two different versions of it that leads me to believe that two different pranksters were involved.

As I understand it, all the dancing and athletic organizations actually do require underwear on their contestants.
I can verify that yes, underwear are required for ALL dancers, male or female, registered under the SOBHD. As most of the dancers these days are female and under the age of 18, you can bet your kilt, that each and everyone of them will be suitably attired.
I once saw an entry form for a reel team competition which stated that dress must conform to the SOBHD dress code (although it wasn't an SOBHD comp) with the exception made for serving members of the military.
