Contrary to the joke, Canada has two threat levels:

(1) Will the Americans take care of it?, and

(2) Oh-oh, when will the Americans take care of it?

The resting level is: Mock the Americans for being so paranoid about threats all the time because they should be peaceful and trusting like Canada.
