Welcome. I used to live in western Chester County, PA, so I know Lancaster fairly well, and I was through there last month.
For PV kilts, start by click on the advert for USA Kilts at the top of this page. Even if you don't buy from them, it would be worth your while to drive over to their new shop in Phoenixville; it is only about an hour from you. Seeing the kilts made up and actually feeling the fabric is important. There are many different qualities of PV, and some of it isn't very nice!

Thanks everyone, for making me feel quite welcome on XMTS!
Rocky - as it so happens, after a great deal of research online (especially here), I've got my eye on one of your semi-traditional kilts. I was planning to wait until my birthday in February to come out to the shop, but Dutchy Kilted mentioned to me in a PM that you're having the Grand Opening for the new shop this weekend, and that was just too much to resist! So as plans stand now, the missus and I will be there Saturday... I'm really looking forward to seeing your work first hand.

Hail!!! I am familiar with Lancaster. I used to live up in Mechanicsburg, right next to Harrisburg.
This is certainly a friendly place, and they can answer almost any question you have. I would know. You will have fun.

Welcome!
I grew up in Lancaster County (Lititz/Ephrata area), but have since relocated to the west coast. I was back visiting my family over the summer, but didn't take any of my kilts. Looking at the thread so far, there might be a fairly large kilt contingent in the area -- maybe the town i ran away from after high school, isn't quite as bad as I thought. (Just joking, I loved growing up there, my professional life just took me down a different path).
