Welcome to Xmarks from Amelia County Virginia. I believe that Barb Tewksbury, one of the fine kilt makers on this forum, can explain how to move the straps and buckles. However, that will only allow 2" at the most for adjustment. Otherwise, you will have to send the kilt off to her or another kilt maker to have a pleat or two taken out.
