Mentally unstable farmhand
A taxman drove out into the countryside to check up on the local farmers to make sure they were paying their farmhands a decent wage.
He asked one farmer how many farmhands he had.
The farmer said, "Two. One is solid as a rock and the other is mentally unstable."
"Well, how much work do they do and how much do you pay them?" asked the taxman.
The farmer said, "Well, the first feller does about twenty percent of the work for me and puts in about 10 hours a day. I give him $200 a week plus room and board."
The taxman says, "That's fair. What about the other one? He's mentally unstable, you say?"
The farmer nods and says, "Yep. He does about eighty percent of the work around here and works about 18 hours a day. I only pay him $10 a week, which he spends on beer every Saturday night getting drunk. It's the only reason he stays. Like I said, he's mentally unstable."
The taxman says, "Well, I need to talk to him. He's not being treated right."
The farmer says, "Oh, that'd be me."

I heard a variation on this in which one of the benefits that the unstable man got was to sleep with the farmer's wife.
