Probably the most logical way to go about it would be to calculate VAT, calculate the maximum possible customs/duty to the U.S. you might get dinged with, and choose the lesser of the two.
As for me, living in Japan, having the fabric come from the U.S. or U.K. just makes no difference.
Addendum: Just for the sake of interest, I looked up Japanese tariff tables for woven wool textile fabric originating from the U.K., and I got back a maximum total rate of 22.24% or 368yen/m^2, whichever is greater.
But this is not gospel -- I would have to make some phone calls and do more detailed research to make sure...

a kiltmaker's input
Here's some input from a kiltmaker/artist....
If it were made into a knife pleated kilt, pleated to the light green stripe, the green would take up most of the pleat reveal. But it could be pleated with part of the green (1/4" or so) on the leading edge, followed by the dark. Or it could be pleated with the dark field on the reveal with the light green flashing underneath when the person moves. It could be made that way as a 5 yard (2 1/2yds fabric double width) knife pleated kilt or an 8 yard (4 yards DW).
Since a box pleated kilt has a wider reveal, the light green stripe would work well centered on the reveal, bordered by the dark.
It's a beautiful and mysterious looking tartan, so it would look great pleated to the sett, as well.

Makes it a regional tartan. Only thing is how do you pronounce it?

Is there no way that Dalgliesh would be willing to cut it up and post it individually from there?
In Australia we don't pay any duty or customs fees or GST or anything less than $1000 Australian (IE, £4.37 ), so I would get away with it only paying the tartan and shipping cost. There is also a better chance of other recipients in other countries avoiding taxes if they receive smaller amounts individually.
