Here's an excerpt of a recent update on the situation as I posted up on Facebook to my friends and family:

As of last night and this morning in Kofu, Yamanashi:

The good:

- All offices, schools and shops are open
- Supermarkets, convenience stores, hardware stores are well stocked with the exception of certain items
- The mail is arriving daily, as usual, and on time
- The garbage is being hauled away on schedule
- Rolling power outages are only 3 hours at most, and just an inconvenience rather than a threat or serious problem
- There are no traffic jams, snarls, or impediments to getting from point A to B.
- Restaurants are all up and running, and offering their regular menus.
- There is no increase in crime; there is NO looting, rioting, or anarchy
- Radiation levels here are normal
- Children are outside in the playground, playing
- Power, gas, water, phones, cellphones, Internet are all operating normally

The bad:

- Many gas stations are running out of gas and kerosene.
- No toilet paper to be found in a single store across the city (people are hoarding it)
- Can't buy candles or flashlights for love or money. Batteries are hit & miss for availability
- Bread & baked goods are hit & miss, but generally sold out in convenience stores and groceries
- Some supermarkets are low on some canned goods
- J-League soccer games are canceled for the month of March
